On Rōk Kez (/on/ /roːk/ [green; raw] [closure]) is a subtropical Large Town located in the Wokki̽k Moot of the Viceroyalty of Rosid.
The name On Rōk Kez is derived from the Wood Elvish language, as On Rōk Kez was founded by Khnegmas Crosrebu, who was culturaly Wood Elven.
Climate
On Rōk Kez has a yearly average temperature of 10°C (50°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a freezing -3°C (27°F). On Rōk Kez receives an average of 148 cm/y (58 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. On Rōk Kez covers an area of nearly 6 km2 (2 mi2), and an average elevation of 4228 m (13871 ft) above sea level.
Overview
On Rōk Kez was founded durring the late 13th century in fall of the year 1166, by Khnegmas Crosrebu. The establishment of On Rōk Kez was somewhat plagued by a lack of willing colonists, leading to Khnegmas Crosrebu electing to pay people to resettle in On Rōk Kez.
On Rōk Kez was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and On Rōk Kez is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
On Rōk Kez is is constructed arround a semi-circular premissive worn bedrock mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. The robustly designed timber walls has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
A look around On Rōk Kez gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. A second look around On Rōk Kez makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had.
Civic Infrastructure
On Rōk Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within On Rōk Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for On Rōk Kez's parks.
On Rōk Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within On Rōk Kez.
On Rōk Kez has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
On Rōk Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
On Rōk Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain On Rōk Kez's public wards, blessings, and other arcane systems.
On Rōk Kez possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
On Rōk Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for On Rōk Kez's natural decorations nor waterways.
On Rōk Kez has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
On Rōk Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
On Rōk Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
On Rōk Kez is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
There’s a relatively new religion in On Rōk Kez which is rapidly gaining power. It might be a sectarian offshoot of a major faith, the unique product of a new prophet, or an outside faith backed by wealthy and powerful foreign supporters. Depending on the demands made on believers, the new faith may be a matter of concern only to the existing clergy, or it might be a major flashpoint for conflict in the community.
On Rōk Kez's chapel was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In On Rōk Kez hail is always enormous, yet harmlessly plinks off people, creatures, and structures.
The Skinstitch near On Rōk Kez are known to be a mutant strain of the creature.
On Rōk Kez's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves drinking to channel Wild Magic energies of tier 2 via speaking in tongues.
Economy

History
In time immemorial, reportedly some time during the late 2nd century, On Rōk Kez was attacked by savage onis living nearby. The details of the conflict are hazy at best due to many conflicting accounts. What is known is On Rōk Kez lost 279 people, 236 livestock, and 66 buildings. The conflict ended after roughly 201, when members of On Rōk Kez's militia enacted an operation to transport a specific resource to a particular fortification unharmed. The operation was complicated by at least some of the intelligence related to the operation was incorrect. The conflict ended with pitched battle between both forces, which ended in a crushing defeat for On Rōk Kez's forces. The war is remembered in legend by On Rōk Kez's bards, historians, and legend keepers.
